Dr Gail Sheppard, School of Business Maynooth University, and Professor Matthias Beck, Cork University Business School, have published a paper in Risk Analysis which examines Germany’s two pandemic preparation exercises carried out pre-Covid-19. They find that despite recommendations on storing personal protective equipment and disinfectants for front-line staff these recommendations were ignored putting front line staff at risk. The paper highlights so called ‘redlight-behaviours’ in Germany’s national disaster planning and makes recommendations for the future.
