Dr Graham Heaslip writing in the Irish Independent questions the best mechanism for Ireland to bring its development aid expertise to bear on emergency relief. Stressing the difference between the supply chains involved in development aid and those involved in emergency response management Dr Heaslip outlined the need for the international community to consider pre-positioning transportation and heavy lift equipment that can alleviate the supply challenges in the early stages of a response to a natural disaster.
