This CSDP Building Integrity (BI) Course is a capacity building programme. It aims to promote good practice and to reduce the risk of corruption in the defence and wider security sector. The key delivery partner with the Kennedy Institute is the UK Defence Academy.
The Course focuses on the risk and challenges presented by corruption and its different manifestations within organisations, including the impact on personnel management, financial management, the procurement and disposal of equipment and of contracted services. The consequence of corruption is money wasted, erosion of trust and depletion of available resources and budgets.
The Course will provide participants with tools and techniques to combat corruption, on CSDP missions, in CSDP operational areas and when assisting to build strong, legitimate institutions and societies, in fragile states.
The target audience for the Course are senior EU public servants and EEAS staff, including diplomats, police and military, as well as EU public servants working in development cooperation.
Course Objectives |
Understand the subject of defence corruption, its nature and prevalence in the personal, functional and political context. Define corruption, its scope and principal elements. Describe the implications of corruption for defence. Recognise that corruption can be tackled by building integrity. Identify corruption issues and risks in national defence establishments. Recognise practical preventive approaches for, and examples of, countering corruption including Building Integrity initiatives. Understand the function of Governance and its role in building integrity and its function in countering corruption. Understand how the principles of Governance and the rule of law and how contribute to anti-corruption. Know ways in which leaders in defence establishments can support Governance and the rule of law with regards to anti corruption. Understand the roles and functions of major organisations, domestic and international, involved in defence integrity building and anti-corruption activities, including conflict resolution and internal strategy planning Identify national domestic institutions involved in defence integrity building and anti-corruption and relate to own country Recall which international governmental and military organisations are involved in defence integrity building and anti-corruption and give examples of successful practical integrity measures. Recall which commercial organisations are involved in defence integrity building and anti-corruption and give examples of successful practical integrity measures. Recall which non-governmental and civil society organisations are involved in defence integrity building and anti-corruption and give examples of successful practical integrity & anti-corruption measures. Understand principles of: BI Strategy planning conflict resolution; conflict resolution Understand personal conduct and conduct of officials and how this can be reinforced through clear ethical guidance. Understand personal integrity and conduct of officials and their constituent values. Recognise that strong personal integrity impacts on conduct at every level. Summarise current best practice with regards to statements of values and codes of conduct, their form and content. Understand the corruption risks within Defence Public Financial Management and Acquisition Understand the principles and main mechanisms by which defence financial management can be made more accountable and transparent. Understand the principles and main mechanisms by which the defence acquisition process can be made more accountable and transparent Understand the main mechanisms by which the defence asset disposal process can be made more accountable and transparent. |
· The course is open to both civilian and military personnel from EU Member States, EU Institutions and Agencies, CSDP missions and operations, candidate states and selected third countries, who are each invited to nominate participants. The Department for Peacekeeping Operations of the United Nations is also invited to nominate participants.
· Applications are to be filed via the ESDC secure internet system ENLIST ( https://webgate.ec.europa.eu/ENList/web/app.php/login ) by the ENLIST national nominators, no later than 06 February 2018. · Registration will not be final until confirmed by the ESDC Secretariat.
· All costs and arrangements for travelling, accommodation and catering are an individual matter at own expense and should be covered by the sending authorities. The Course will be conducted in the Glenroyal Hotel Straffan Road, Maynooth, W23 C2V1. Participants may wish to book accommodation at that hotel at their earliest convenience. Course participants should quote REFERENCE NUMBER 220484 when seeking accommodation at the hotel.
A morning and afternoon coffee/tea will be provided each day at the Course location at a total cost of €50 per person.( paid to Course administration)
· Attendance of the course is mandatory on all days. A Certificate will be awarded to those course participants who have completed the full course, including the eLearning phase – done using the ILIAS eLearning platform of the ESDC.
· The eLearning phase of the course starts on 27 February 2018. The residential part of the course takes place in Ireland from 12–16 March (Monday 1400 to Friday 1300). The course venue for the residential part is Edward M. Kennedy Institute for Conflict Intervention, Maynooth University, Maynooth, Ireland.

Jackie Davies (Course Director UKDA) Senior Adviser for Defence Engagement within the International Engagement Group (IEG) at the Defence Academy of the United Kingdom. Programme Director for development and delivery of the Building Integrity UK (BI UK) programme focusing on Building Stability Overseas Strategy (BSOS) in priority countries. The programme is delivered in partnership with Transparency International UK (TI UK), Defence and Security programme (TI-DSP).
(With the UK Prime Minister’s focus during the UK G8 Presidency on transparency, allied to the recent UK Bribery Act and his Golden Thread of Development concept, the UK has positioned itself as a leading influence and anti-corruption practitioner. The UK is also actively engaged with NATO’s Building Integrity programme.
Professor Robert Galavan holds the Chair in Strategic Management at Maynooth University and is Academic Director of the Edward M. Kennedy Institute for Mediation and Conflict Intervention. He was the founding Head of the School of Business and former Dean of the Faculty of Social Sciences. Robert teaches, researches, and consults in strategic management and leadership.
Alan Waldron (TI) (Air Commodore Alan Waldron CBE AFC SLJ MID) - Alan provides defence, aviation and military contracting advice to Transparency International's Defence and Security Programme and leads on the development and implementation of Training Programme and Defence Integrity Pacts. He has wide operational experience of most major theatres and has also been seconded for tours with a range of organisations including a US Headquarters in the Gulf, the United Nations, the Sultan of Brunei’s Air Force and the Sultan of Oman’s Air Force. A former Director of Training he was also the Director of Air Operations in the UK Ministry of Defence.
Sir Stewart Eldon (TI) British Ambassador to Ireland in April 2003. UK Permanent Representative to NATO 2006.
Now- a Senior Adviser on Defence and Security Issues to Transparency International and a Subject Matter Expert on counter-corruption issues for NATO. He has also been appointed an Independent Member of the Parole Board for England & Wales and is a member of a panel of former Ambassadors that offers mediation, training and negotiation services under the auspices of the ADR Group. He is an accredited Commercial Mediator.
Avgustina Tzvetkova (TI) Avgustina is the former Deputy Defence Minister of Bulgaria. She began her professional career as a journalist with the Bulgarian National Radio and the Bulgarian National Television. Avgustina was Secretary General of the Atlantic Club of Bulgaria, Secretary General of the Atlantic Association of Young Political Leaders and Vice President of the Atlantic Treaty Association. From 2004 to 2009 she chaired the Euro-Atlantic Education Initiative Foundation implementing projects in the area of defence and security. From 2009 to 2010 she was a political advisor to the Minister of Defence and to the Minister of Foreign Affairs of Bulgaria. Avgustina was appointed Deputy Defence Minister in March 2010 and left the office with the resignation of the Government in March 2013. In her capacity as a Deputy Minister she chaired the South-Eastern Defence Ministers process (SEDM) and she was responsible for Building Integrity and Female Leaders in Security and Defence Projects.
Arjun Medhi (UK MoD) Arjun provides the strategic lead on the UK Ministry of Defence’s Fraud & Corruption Risk Assessment & Loss Measurement programmes. These programmes exist to reduce the likelihood, minimise the impact and understand the nature and scale of fraud and corruption in the Ministry of Defence. Arjun previously managed the operations and business development of the Staff Fraud Database at CIFAS – The UK’s Fraud Prevention Service.
