Professor Tobias Lock spoke at a conference organised by the Scottish Parliament, the European Parliament Liaison Office in Scotland and the Centre for Constitutional Change at Edinburgh University.

The conference, held on 22 March, reflected on 20 years of devolution in the UK and Scotland's (future) interaction with the European Union. Professor Lock's intervention asked how Scotland and the EU could influence each other in the field of human rights.

He pointed to recent progressive developments in the protection of human rights in Scotland, where there is now a focus on ensuring stronger protection foreconomic, social, cultural and environmental rights and argued that these developments could make Scotland a human rights leader in Europe.
