Professor Tobias Lock spoke at the 12th Network Conference of the Zurich Europa Institute

Professor Tobias Lock gave a presentation on "Future participation in the single market: Prospects for Northern Ireland, Scotland and Wales", in which he argued that in the absence of independence for Scotland (or Wales) there was no realistic prospect for Scotland's or Wales' future participation in the EU single market. The paper went on to explore the options for Scotland in case of independence. In that case, EU membership would mean a challenge for an open border between England and Scotland, although the paper argued that this could still be achieved if Scotland was allowed and opt-out from the Schengen acquis.
