New blog post by Prof Lock: Is Mandatory Hotel Quarantine Compatible with EU Law?

In a blog post for Trinity College’s Covid-19 Observatory, Prof Lock outlines the EU law implications of mandatory hotel quarantine recently introduced for travellers coming to Ireland. He shows that the restrictions of EU free movement law and the right to liberty guaranteed by the EU Charter of Fundamental Rights are only lawful if they are proportionate. Prof Lock argues that mandatory hotel quarantine is not per se contrary to EU law, but that the Irish legislation – if strictly applied – could result in disproportionate violations of EU law.
