Professor Tobias Lock contributes to major report on Scottish independence

In a major report by the Scottish Centre for European Relations, Professor Tobias Lock sets out the legal process which an independent Scotland would have to follow in order to re-join the European Union. He argues that there was “little doubt that an independent Scotland would qualify to apply for EU membership”. He highlighted, however, that compromises would need to be made. Scotland should focus on remaining in a common travel area together with Ireland and the rest of the UK and obtain an opt-out from the requirement to join the Schengen zone. At the same time, Professor Lock considered it unrealistic that Scotland would be able to maintain the other opt-outs the UK enjoyed during its membership. This means that Scotland would need to sign up to adopting the Euro as its currency even though in practice it may well be able to avoid having to follow through with it. The report featured widely in the Scottish media, amongst others in the Herald, the Scotsman, and on the STV and Sky News websites.
