New blog post by Prof Lock: Is Mandatory Hotel Quarantine Compatible with EU Law?

Thursday, April 15, 2021 - 12:15

In a blog post for Trinity College’s Covid-19 Observatory, Prof Lock outlines the EU law implications of mandatory hotel quarantine recently introduced for travellers coming to Ireland. He shows that the restrictions of EU free movement law and the right to liberty guaranteed by the EU Charter of Fundamental Rights are only lawful if they are proportionate. Prof Lock argues that mandatory hotel quarantine is not per se contrary to EU law, but that the Irish legislation – if strictly applied – could result in disproportionate violations of EU law.

Tobias Lock joined the Department of Law in January 2019 as a Professor of Law.  In 2020 he was awarded a Jean Monnet Chair in EU Law and Fundamental Rights through the European Union's Erasmus+ programme. His research and teaching interests are in European law and human rights law.
