Dear colleagues,
the German Academic Exchange Service DAAD has just published a call for a special "Iran 2023" round of its Students At Risk (Hilde-Domin) program, as well as the call for the next general round. The German national union of students, fzs, can nominate students to the program. The program accepts B.A., M.A. and PhD students.
1) Iran
If you know students from Iran, either still inside Iran or who are already abroad but looking for an opportunity to continue their studies, please do not hesitate to contact me or even better, directly Paul Klär (CC: star@fzs.de). Nominations can be brought forward by fzs until January 31st!
Candidates must fulfil some criteria, including at least English proficiency, obtain proof of their higher education qualification and need to be able to showcase that they are students at risk.
The program covers a monthly compensation that is sufficient for all relevant living costs in Germany, language courses, health insurance and some more benefits. Start of studies would be either the summer or winter semester 2023!
2) General round
Furthermore ,the call for the next "normal" round of nomination was published. The criteria and benefits are the same as with the one mentioned regarding Iran. Nominations can be made until March 15th for the start of studies in the summer semester of 2024 and September 15th for the start of studies in the winter semester 2024.

#ScienceForUkraine survey report: Ukrainian scholars in exile want to use the experience gained abroad upon return to home institutions
Beyond Resilience: Professional Challenges, Preferences, and Plans of Ukrainian Researchers Abroad is a report resulting from a #ScienceForUkraine survey. It provides first-hand reliable information on the professional challenges and preferences regarding the support measures for those Ukrainian researchers who left Ukraine in the aftermath of the Russian invasion of 24 February 2022. The findings are meant to guide planning support programmes by academic and funding institutions. They help address the research needs of Ukrainian scholars by providing information about their demographic profile, discipline and career stage, as well as about the particular professional and living challenges they face. While navigating the uncertainty of both their personal and professional lives, Ukrainian scholars express not only a great resilience and strength in coping with their current situation, but also a great level of care about the future of their home institutions and the post-war recovery of the Ukrainian science system.
The survey is of exploratory character and is based on 619 responses of Ukrainian researchers. According to estimates of the Ukrainian education ministry, this constitutes more than 10% of all Ukrainian scientists abroad..
Professional situation abroad. More than one third of our respondents work remotely at Ukrainian institutions while over half are currently attached to a foreign institution through a scholarship, temporary employment, or, very rarely, a permanent position.
Relationship with the home institution. At the time of participation in the study, most respondents performed remote work for a home institution under the same conditions as before the invasion (30.16%) or were on unpaid leave (28.75%). Just over half of the respondents have been receiving their salary or scholarship from their home institution. Regardless of the current professional situation in relation to their home institution, almost 85% sought offers of support from outside of Ukraine.
Preferred support types. The majority of respondents marked their preference for those support measures which entailed stronger bounds with host institutions like research grants and internships. More than one third opts for a permanent or temporary position, with only slightly more than a quarter favouring scholarships. The majority preferred long term support (i.e. a year or longer). When asked about the importance of different support types, respondents valued accommodation and salary the most, followed by family allowance, ability to work remotely and medical insurance.
Main obstacles. Among the most important obstacles faced, respondents indicated an insufficient number of offers in their disciplines, followed by their lack of experience in applying for external funding, in addition to language barriers.
Plans and ideas. If the war was to end in a few months, more than a third expressed a desire to return to Ukraine. The analysis of open questions about their plans for the future reveals that Ukrainian scholars have clear and thoughtful opinions about the post-war recovery of Ukrainian science, positing such steps as immediate changes in the funding system, overall reform of higher education and science management at the state level, and greater autonomy of the universities.
Demographics. The majority of respondents are females aged between 40-49 years, located in Poland or Germany in large cities. Overall respondents resided in 35 countries in Europe and North America. Over two thirds of respondents are accompanied by family members, usually by children (over 50%). Almost two-thirds of respondents (62 %) were senior researchers (7+ years after receiving a doctoral degree). The majority of the respondents represent social sciences (29%) and humanities (17%), as well as natural sciences (25%).
The survey has been conducted by researchers from #ScienceForUkraine, Institute of Literary Research of the Polish Academy of Sciences (IBL PAN), Centre of Migration Research of the University of Warsaw (CMR UW), the Young Scientist Council at the Ministry of Education and Science in Ukraine (YSC), Warsaw School of Economics (SGH).
Who we are. #ScienceForUkraine is a grass-roots initiative of an international group of volunteers established shortly after Russia’s full-scale invasion of Ukraine. Free to Think 2022
This year’s Scholar’s at Risk Free to Think 2022 report analyzes 391 attacks on higher education communities in 65 countries and territories, including violent attacks on universities, wrongful imprisonment and prosecutions of scholars, and attacks on student expression.
This year, countless scholars and students from Ukraine and Russia have sought safe harbor, fleeing the war and a Russian government intent on crushing dissent. The Taliban have reversed decades of progress in Afghanistan, systematically eliminating access to education for women scholars and students. Nicaragua’s National Assembly cancelled the licenses of six private universities and constricted the autonomy of public institutions. In the United States, legislators attacked the freedom to think and sought to restrict what topics can be discussed on university campuses.
These are just a few of the concerning trends in Free to Think 2022. Together, they document a global phenomenon that not only harms individuals, but also damages higher education’s ability to serve the public good. These attacks must stop.
Scholars at Risk calls on states, higher education communities, civil society, and the public to respond: to help protect scholars, students, and higher education institutions; to help protect everyone’s freedom to think, question, and share ideas.

Call for international academic solidarity with Bogazici University in Istanbul
Dear Friends and Colleagues,
I hope you are all doing well since the last time we had communicated. I am writing to you to ask for your support for our ongoing struggle as Bogazici University members against the governmental assault on our university autonomy and academic freedoms. It has now been almost 15 months since faculty, students, and alumni of Bogazci began their resistance after Erdogan imposed a government loyalist, Melih Bulu, as the president (rector) of the university on January 1, 2021. Although we were able to revert Bulu's appointment last June, damages to academic freedoms, autonomous governance, campus plurality and quality education based on meritocratic faculty appointments have continued unabated under the new rector Naci İnci. The latest phase in this process has been the dismissal of the three elected deans (including the dean of the school of economic and administrative sciences, which I belong to). Last week, three academics from outside Bogazici, with close links to the government, were appointed as new deans. With these new appointments, the university administration now has full control of the university executive council and senate, and has the power to penalize students and faculty members and intervene in departmental academic affairs including the faculty hiring process. Indeed top-down faculty hiring without departmental authorization already has taken place in several departments.
Against these grave developments, the Bogazici alumni group Boyut has initiated an international petition campaign and call for individual and institutional signatories. Given the state of academic freedoms in Turkey, international academic support is very important to keep this issue on the public agenda and exercise modicum of leverage over the university administration. Please sign and circulate the link below. We would also appreciate it if you can make your professional academic organizations/institutions/centers become signatories to the letter as well.
